2007 Department of Homeland Security Grants

The Department of Homeland Security recently announced the availability of two grant programs, the Homeland Security Grant Program (HSGP) and the Infrastructure Protection Program (IPP). The 2007 HSGP provides $1.7 billion in grants to state and local governments.  This program is comprised of five separate grant programs: State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), Law Enforcement Terrorism Prevention Program (LETPP), Metropolitan Medical Response System (MMRS), and Citizen Corps Program (CCP).

Together, these grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration costs.  Please be advised that the State Administrative Agency (SAA) is the only agency eligible to apply for FY 2007 HSGP funds. The FY 2007 Citizen Corps Program grant guidance states Citizen Corps Council membership should include representatives from the Program Partners and Affiliates such as Volunteers in Police Service (VIPS), Fire Corps, Community Emergency Response Team (CERT), Medical Reserve Corps (MRC), and USAonWatch/Neighborhood Watch. The grant guidance and application kit is available here.

The 2007 IPP provides nearly $445 million in funding for state, local and private industry infrastructure protection initiatives to strengthen the Nation’s ability to protect critical infrastructure facilities and systems.  The IPP is comprised of five separate grant programs: Port Security Grant Program, Transit Security Grant Program, Buffer Zone Protection Program, Intercity Bus Security Grant Program, and Trucking Security Program. Eligible applicants for this funding are specified in the grant guidance and application kit. Initiatives to educate and train citizens to support infrastructure protection are included as an eligible use of funds.
