The VIPS Program put the idea of law enforcement volunteers on the map. Thanks to VIPS, units of this type have become institutionalized in police agencies and are now the rule rather than the exception. All the tools needed to build or improve a high caliber law enforcement volunteer program can be found on its Web site, completely free of charge. With the resources that VIPS makes available, there is no reason for any Department to delay the creation of a law enforcement volunteer program.
